Justice Kennedy, dissenting.
I join Justice Scalia's dissent in full. I write to add only that the issue before the Court is one of statutory construc- tion, not constitutional validity. Nothing in today's decision addresses the question whether 2 of the Voting Rights Act of 1965, as interpreted in Thornburg v. Gingles, 478 U.S. 30 (1986), is consistent with the requirements of the United States Constitution.
